Oh yes, those Captain Underpants books are definitely subversive. I think that one gets challenged because of the misspelt words in the book. Which makes a bit more sense when you know the history of the author and his ADHD. The book should be embraced and handed out to kids so they can see what they can achieve, and not think that a label will define them or mean they can't do anything,

"banned" is shorthand really. As the original article says, it's about books that are "challenged", ie people object to them, parents complain to schools about them and so on. In the case of the Bible, it's likely people saying that keeping it in, say, a school library is a violation of the separation of Church and State. The US government has in no way banned the Bible.

Ha! No, the current US government loves the Bible; well, at least the telling other people what to do bits, not so much the "love thy neighbor as thyself" and "rich man/camel" bits.
