As it's the national fruit of both Australia and Cambodia, and the latter didn't invent the pav, then it has to be Australia.

There are lots of meringue desserts around Europe, such as the "windtorte", but they're made from several meringue shapes then iced or constructed together. The distinction of a pav is that it's a single meringue of cake proportions, and that apparently doesn't turn up in European cooking.
